Because there is a minor problem with the build system which causes it to try installing info pages using the old texinfo system and new options. They you have to install with -DNOINFO which installed texinfo, but no info pages and then install normally once you have a working texinfo. This problem should probably be fixxed, but a solution hasn't been agreed upon and implemented. Installing twice isn't much of a burden in the grand scheme of things.
