This old (Feb '97) document resurfaced recently on slashdot.org.

Just another collection of sensible thoughts about spreading the
message about package Foo.  Not necessarily Linux specific
(there are references to Linus et. al.); with a few diffs, it
should be applicable to practically any open-source project
like Apache, perl, FreeBSD or PostgreSQL.

Presented in the spirit of Santayama: "those who fail to learn
from the past are doomed to repeat it." (or words to that effect)
