I think that's delt with just fine by the limit on the maximum number
of them.

Remember that, in the end, this is really just a limit on
parallelism.  I remember some wizdom from way back when that you
wanted this number around 2x to 4x the number of actual spools
servicing things as there really wasn't any point in growing it
further.
