Delivery of e-mail across the Internet is NEVER guaranteed,
and, if it's blocked, there's usually immediate notification.
Also, system administrators have the right to restrict their
systems as they will. The DUL merely provides a list that they
can elect to use. Therefore, I doubt that there are grounds for
any sort of lawsuit.
