Well, I wouldn't expect one to make these suggestions, either.

Yuck.  /usr/local/etc should be for configuring things in /usr/local.
make(1) is not local software.

Again, yuck.  Those directories are cvs-controlled; I can
"rm -rf" and "cvs co" when I feel like it, and I want to continue
to be able to do that.

Personally, if we do split make.conf, I would like to see a new
directory /etc/mk to hold the files.
