Can you try the following work-around:

Go get the 4.0-RELEASE boot floppy.  Mount it.  Copy off /boot/loader
Mount the 4.2 floppy.  Replace /boot/loader with the one from 4.0.
Attempt booting your 1200.  Is there any improvement?
