Maybe article to begin with, make it a handbook section if it grows

That's a bad idea but I don't see why it's necessary if there's a
separate section on laptops.  As I see it, there's practically nothing
on laptops in the handbook currently.  To remedy that, one either
scatters such lines throughout the handbook, or has a separate
section.  Not both, I think.
