I wonder why FreeBSD does not have ru_RU.CP1251 locale?
I use it for ages for indexing using glimpse user data that are kept
in Windows CP1251. Well, it's not hard to build and install this locale 
manually (you can fetch it from ftp://www.kuzbass.ru/pub/freebsd/cp1251.tgz).
But now I'm afraid of coming incompatibilities that may break applications.
Any chance that ru_RU.CP1251 will be integrated into base system?
