LOCAL_PATCHES are facilitated in src/release, but that wouldn't affect
a buildworld.

It might be nice to have that functionality pushed up into src but there 
may be some overriding concerns which preclude that.

Maybe you could hack your src/Makefile to take that approach, giving you
a place to contain your modifications?
