The time has come to remove the #ifdef _THREAD_SAFE around the
thread-aware definition of errno so that libc can be used with
libpthread and kernel threads.

The ports build behaves differently as soon as there is a libpthread
in /usr/lib, so people should be aware of this when kernel threads come
on line.
