rmail is a part of sendmail.

NOUUCP was of use to remove an entire subsystem, but to have a global
option to remove a single binary makes no sense. NOUUCP really meant
NORMAIL, and as such was badly named and a poor precedent (are we going
to have NOCAT next?)

If rmail really needs removing, then we need to properly remove it from
base and let UUCP users use ports-sendmail.

Can we please not discuss to death one binary applet?
