People unable to quickly re-use phones lines which terminate
in-correctly.  Quickly can mean anything from 15 minutes to hours, so
the line is useless until the 'arp' entry times out from lack of use.
This is unacceptable in *any* configuration.

It's an artifact of combining the ARP code and the routing code in
4.4Lite.

It is a *very good* idea for your site to upgrade to -stable.  2.1R does
not have the bug fixed. There have been other problems related to PPP
fixed in -stable you'll want as well.
