Hmmm...

  $ FreeBSD vegeta.cjclark.org 4.4-STABLE FreeBSD 4.4-STABLE #0: Sat Oct 13 16:28:00 PDT 2001     cjc@vegeta.cjclark.org:/usr/obj/usr/src/sys/VEGETA  i386
  $ man ipf
  ...
  OPTIONS
         -6 This option is required to parse IPv6 rules and to
                have them loaded.
  ...

After quick looking at the CVS logs, I don't really see any local
changes since Darren merged 3.4.20 into RELENG_4.
