Yes, see http://www.wpine.com/ .  The only BSD implementation I know
of was in nv, which is pretty darned ancient by now (it wants tcl 7.3,
or something).  nv does come with source for the cuseemee part, so
it would be a SMOP to make it work in vic, but nobody's done it yet
as far as I know.  White Pine is (I think) working towards a version
of CU-SeeMe that uses RTPv2 (the Internet standard for real-time
streams) but the compression format is still presumably their own.
