It's intended audiance is developers, early adopters (people in absolute need of new features) and people willing to fix bumps they come across. http://www.freebsd.org/handbook/cutting-edge.html#CURRENT Simply, if you have a problem with 3.x it's more than likely someone will want to walk you through the problem, however with 4.0 they'll more than likely ask you where the patches to fix the problem are.
