I think I understand what he's asking.  I'm a FreeBSD newb, but I think I
understand this point well enough to answer his question.

At this precise present moment, 4.9 is not -STABLE, but it was prior to
the code freeze.  At the current moment, I'd guess you could say that
there technically is *no* -STABLE.  It's currently in a transitional
phase, after which it will become 4.9-RELEASE.  Now, I presume at that
point, that there will be a lull while any remaining issues with 4.9
-RELEASE are cleared up, after which, 5.1-CURRENT will become 5.1-STABLE
and development will be branched again to begin on 6.0-CURRENT.

All this assumes that they don't continue to develop the 4-STABLE line by
having the versioning continue with 4.9.1-STABLE with 5.1 remaining the 
-CURRENT.  But in either case, 4.9 will be the most current -RELEASE.

Again, FreeBSD newb here, but that seems to be the way things have worked
in the past.
