Just for clarification..did you actually build and install the new kernel? 
Just changing the maxusers settings in /usr/src/sys/i386/conf/MYKERNEL
isn't enough... 

cd /usr/src/sys/i386/conf
config MYKERNEL
cd ../../conf/MYKERNEL
make depend
make
make install
reboot
