This is the new text explaining to new committers how things works
around here, right?

I noticed a few places where you could name names to make it clearer
to the beginners, but I suppose you wanted them to have the sense of
satisfaction of identifying our folkloric figures. :-) BTW, I didn't
see any mention of perl scripts...
