I really don't know whether this might be related to your problem, but
my proofreading eye was distracted by this in your rc.conf: 

 > # PPP
 > ppp_enable="YES"
 > ppp_mode="ddial"
 > ppp_nat="NO"
 > ppp_profile="ppp`"

What rc would make of that backtick inside quotes, I know not ..
