I know that Freeside Communications in Austin does static, but I don't
know if they have a presence in Dallas.

Last time I was in Austin TX, I noted a couple of ISPs who had
established themselves in shopping malls.  Is this the case in Dallas
as well?  This may be pure self-preservation.
