Applied after some minor changes, thanks!

Regarding the up/down thing: IFF_UP is a flag like IFF_BROADCAST,
IFF_NOARP, IFF_LINK0, etc., but the opposite of being up is down;
thus, if the flag isn't set, the interface is administratively down.
Reflecting this was one of my changes.
