	Note that this does not apply to work that is classified, or For 
Official Use Only.  Since just about everything in the gov't can be 
designated FOUO, this is a huge loophole that makes the above quoted 
material almost totally irrelevant.

	That's only for material that is not classified or FOUO.  For 
classified and FOUO work, the source and everything related to it 
belongs to the government, and must be turned over by the contractor 
(i.e., the contractor is not allowed to keep a copy on their systems 
after the contract is terminated).
