It does not matter.  The fact that we cannot is a show stopper.  We do not
have read-only source in our tree, period.  If we ever did need to (eg:
a compile problem), we could not distribute it.

Even the djbdns port is marked FORBIDDEN because of this as it has two
tiny patches.
