I'm not sure why...  It's been like this:

#define DIST_CRYPTO_BIN \
        ( DIST_CRYPTO_CRYPTO | DIST_CRYPTO_KERBEROS4 | DIST_CRYPTO_KERBEROS5 )

For awhile.  In fact, now that you made me look again, I do in fact
see that this set is the default for minimum, user and developer.
Whoops, I guess I was wrong about minimum!  I read it the wrong way
the first time and forgot that DIST_CRYPTO_BIN was a macro.

What would folks prefer to see for these three classes?
