Sorry, but I have no idea why cvsup(1) doesn't bring you
the src/etc/sendmail/freebsd.mc file.

The correct sequence is to boot with the new kernel before
doing an installworld, as hinted in the src/UPDATING, its
COMMON ITEMS section.
