Sorry. I have wrong variable set in /etc/make.conf which caused the
problem.

EMACS_PORT_NAME=       emacs21

I set that variable for some elisp ports to use always emacs21. But this
is a bad idea.

Removing this line from /etc/make.conf solved my problem.
