So what do you call the personal computing environment used by an IT
specialist in her home or office?

You obviously give people more credit than they deserve. I've seen a
number of people "decide not to decide" in that situation. They do it
by stopping. If they're bright, they stop off the roadway between the
two, but not all drivers are that bright.
