Seems you can't build a "cpu I386_CPU" only kernel! ie:

# grep CPU GENERIC
cpu             I386_CPU
#cpu            I486_CPU
#cpu            I586_CPU
#cpu            I686_CPU

# make buildkernel KERNCONF=GENERIC
...
