There was a project, which wanted to provide QoS for such things.
I think it is called "Eclipse" and was at AT&T.
If you don't find it, drop me a mail, I will send you the URL. (I can't
access my bookmark from here)

BTW, it was for 3.3 or 3.x AFAIK.
