The GPL does not permit "use" as in definition 1, as in "to use in the preparation of a derivative work for which source code is not subsequently made available". Therefore, I can not "utilize" the software for certain meanings of "put to use", even though I can "use" it. However, I can put up a web service derived from GPL'ed code, and allow people to "make a practice of" it, as in "to use web services in business".
